I agree totally and it's not so easy nowadays to legally back register newly built cars. But before we get too disparaging, let's remember that many of us are quite happy to make our Mk IV's look like earlier versions.
Regarding your actual post, the main issue is about percieved authenticity. Unfortunately this is not always tangible. The truth is that there may be no physical difference between a 1995 built 1964 type car and a 1964 car, rebuilt with 100% all new parts in 1995. The latter of course has the all important chassis plate, but with extensive restoration the value of this diminishes until the car obtains its next patina and the car is happily mistaken for original.
