Not an AC, but clever design for anyone without full leg control. Steering rings allow throttle and braking, clutch disengages/engages upon whether throttle ring released or depressed.

Yes, it is an AC. A standard MK IV. You can see some pictures here http://www.doros.ch/sites/Hauptseiten/cobrafotos.htm. Consider the single tube standard bumper beams.

Impressive!!!
   
   Ring on steering wheel = throttle control only
   Braking is by right knee
   Clutch control by electric knob on gear lever
